Lightbulb Compensatory Off

Dear Seniors,

Please help me out.

An Issue w.r.t Comp off in my Organisation.

Herewith I brief U about it.

In my organisation (I have joined about 6 months back),

As there was no control & proper system in place many of my colleagues use to avail comp off by working on weekly offs. Sometimes it used to be availing leave on working day & giving leave application & then later working on weekly off & adjusting the leave to extra work of Sunday.
About couple of months back I have brought in the system of Comp off. work on weekly off must be compensated within next 3 days or else the comp off will get lapsed & thus there was some resistance to change & now slowly it is settling down.

But now again the issue has come up with Staff category whereby if a person works in production dept & there are 3 engineers in each shift, then in case of one shift engineer's absence, how the work should be carried on without any hindrance.
Answer to this what my mgmt states is let the other 2 shift engineer work for extra 4 hours each & thus get a day compensatory off (in case of 2 such instances i.e 4+4 hrs each).
This is being strongly opposed by other depts as they also work extra hours during month ends.
Being in HR, as an employee of the organisation I also oppose.

Kindly let me know the practice in your organisations.........& how to resolve this hot issue.
