CAUSES AND PRESCRIPTION FOR CORRUPTION CONTROL

Recently, Hockey Federation Secretary had also been caught extracting bribe from media sleuths. K P S Gill feigned ignorance or is now just too old and bored to have anything left in him of super cop.

Such old men should leave such assignment related to youthful activities only. He must go to Gurdwara now. So the rot in India is now everywhere and fully exposed. But nothing will come out like hundreds of cases exposed in past.

The Indian bureaucracy is now acting nakedly and openly fearing none as right from top to bottom they are rotten and corrupt guys emboldened by no action and politicians' connivance.

People will have to take charge of law and order. Only country's middle class can do this. No one else would. Corruption is biggest drain on social and economic energy of any society. It reduces efficiency, creates inequity, reduces quality, causes
inflation and burns self-esteem of honest and simple citizens. It is a serious cancer and should be dealt like one. Time to send some officers to gallows or shoot them (giving foolish examples of China or Bangladesh to justify corruption itself are a criminal act and abetment). The corrupt babus and politicians in connivance with media talk of cost of items and services in USA but forget to mention per capita income at the same time. Same way they talk of corruption in China but forget to tell the tremendous growth rate and huge infrastructure developed by China which India cant replicate even in next 20 years and there is no land in India but politicians being rampantly corrupt and on loot hand out thousands of acres of agricultural fertile land to corrupt and boneless petty industrial houses.

Some changes are urgently required:
1.Co prosecution of spouse as abettor of crime
2. Life imprisonment with in a time frame of 6 months. Impound all benefits of corrupt and caught employees.
3. No permission needed right up to top as corruption is not a normal duty.
4. Confiscation of entire property of accused to national exchequer
5. Launch a website where citizens can post name, department and location of official and details of bribe extracted from him/her or the delays/harassment made in work. Citizen/client satisfaction should be main appraisal tool of public servants performance and retention in service. Every 5 years comprehensive review of civil servants should be made and 25% of them should be kicked out .In other words 25% civil servants, judges and police officers should be kicked out after completion of a 5 years tenure every time.
6. Make ‘action and reply’ mandatory on citizen’s complaints against any officer right up to CM level (a public servant only)
7. A state level body should be constituted to hear complaints against State/central civil services and equivalent officers as they are main cause of rampant corruption and mismanagement in the country.
8. Remove cabins below IG/State secretary/MD level guys. They should sit in open cabins.
9. Set up checklist for every sanction/approval process and fix time limits for each.
10. Start jail term up to 90 days &/or Rs 10,000 fine each time for delay/refusal under RTI Act. After 3 complaints dismiss the official and impound all the service benefits.
11. Expand judiciary three times and fix time limit for all cases and all courts. Today High Courts are biggest shelters for criminals and law breakers as files languish there in appeal for years and decades. All criminals know this. After a few days of harassment in trial court and incompetent police action, every thing goes in favor of criminals eventually. It is a naked and open national fraud by judicial system.
12. Extend concept of accountability by bringing government work also as consumer service. The problem with this scourge removal is that continuing British system still, the babus and corrupt politicians are not accountable to any body accepting themselves. Hence no action is taken. The damages and deficiency in service will boost productivity of babus who are proposed to be paid 40% more shortly without any work improvement liability. This is disgusting and robbing common citizens earning 20 times less already than babus. Indian democracy model is total failure. It needs revision.
13. Provide for 'no candidate' selection in ballot paper to start renomination process in a constituency. That will clean up the candidates’ quality fast.
14. Put almost all approvals and sanctions etc online in open public accessible formats so as to remove public contact and automatise whole process. This includes for our corrupt, unproductive and nondelivering and harassing judicial system of country too.
15. Politicians and babus are still continuing British legacy, systems and mindset as it suits them to do whatevr they wish and loot and enjoy and satisfy their dirty ego despite being people paid servants. This has to end.
16. Bring a subject in schools at Matric/Class XII level about civil rights, legal rights and human rights and tell in details what is procedure to file complaints about delays, harassment, misbehavior, bribe extortion etc and ho0w to tap senior functionaries and political representatives for grievance redress. In this class also importance of ethics and moral behavior in society should be emphasized with
Gandhian thoughts.
17. The District grievance committee should be setup with control of judicial officers, Reputed citizens and social activists with a sr. class I officer of high caliber and proven clean record to head this committee with powers to make permanent remarks in personal file, dismiss and levy penalties for misconduct, Corruption and delays.

These are simple and logical actions which can be taken over next 5 years period of time with will power. People should launch national campaign. Supreme Court should suo-motto proceed to issue a national writ of mandamus for Parliament and all Legislative assemblies to immediately amend laws and create set up within 1(one) year time frame.
