its quite a challange.From your discriptions it is apparent you require pan India & possibly entrylevel positions.1000 positions means about 10,000 interviews i.e xyz mandays

Option 1
Give a walk in advt in the locations & manage by your recruitment team

Option2
Choose recruitment firms with presence in those locations
Look for long term association with such firms like Practeam ,you will not need to explain your requirements the next time you have vacancies
