Default Prolblem With Client

hi,

I have a query...

I work in a s/w company which provide manpower consulting. The HR in my company had a initial discussion with a client and the client wishes to avail our services But The client refuses to sign any agreement. We have send the PFA(Proposal For Agreement) to the client. The client want us to serve him manpower without signing PFA.

The agreement should be signed as it it will the proof of contract between the client and vendor.


Can you pls give me suggestions , how to deal in such situation??? i.e. whether to deal up or not?
