Default What is the appropriate action

If a person Habitually Absent and Misbehaves also, then what would be the appropriate action and procedure?

First:Personally call him and counsel
Second: Issue warning letter stating that if found improper in future the management will be constrained to terminate without further notice.
Third: If he repeats, then issue a charge sheet.
Fourth: If reply not satisfactory, conduct a domestic enquiry and take appropriate action
