If the employee does not present himself, you can give him a grace period of 15 days (it is only on humanitarian grounds) and after that terminate his service.
In case, if the employee, is not willing to accept the registered letter, do not worry. According to law, even if the recipient does not want to accept a registered letter, delivered at his door step, it is presumed to be accepted and the sender is presumed to have complied with the formalities.
Alternatively, you can send the department personnel to his residence to find out why he has turned up for duty.
If nothing of these sorts work out, the only solution is giving a ad. in two newspapers, asking the employee to reply, failing which he will be terminated.

This is in reference to your leave application dated 17th Oct, 2013 from 17/11/2013 to 24/11/2013. However, the management has noted that neither you have resumed your duties till date nor you have intimated a valid reason for your unathourised absence. Please refer to our Company’s Policies and Rules regarding Attendance and Leave and we would like to draw your attention to Clause 3(b) of your appointment letter which says “Your absence for continuous period of 10 (ten) days (inclusive of absence when leave, though applied for, is not granted or when you overstay for more than 10 (ten) consecutive days would entail automatic loss of your job without any notice or intimation by the Management.”
In view of above you are hereby instructed to resume your duties with immediate effect failing upon which the Management will have no other alternative apart from terminating your service.
