Post Develop recuitment and payroll policies

hi all,

i have joined a new company where rite now no of employee r less but soon they have expansion plan.

i have to decide all hr structure over there . i have already design leave and attendance policy, rules, confidential policy, but in recruitment and payroll i m facing the problem , can u please guide what should i do now.
