Default Formulating and implemting new policies in a well established organization.

Hi All,
I am joining a new co. and I am asked to formulate new policies for the company. I am required to formulate new company policies, implement them and show result. They also need me to tell them the time frame required to implement and achieve the desired result.
A very important thing that needs to be noticed here is that the company is well established with smooth operation.

I will be grateful, if you can help me on this.
