Lightbulb Change in increment cycle

I have recently joined a small sized IT company as manager HR.
We are following half yearly increment cycle. However now the top positions in the company are becoming very heavy i.e the salaries are going really high and we want to change the half yearly increment cycle to yearly increment cycle.

What is the best way to bring in this change? We are not in position to loose our employees and it will be difficult to move on like this.

Please give suggestions.
